The Zhejiang Provincial Government recently released the "Next Generation Artificial Intelligence Development Plan of Zhejiang Province," a comprehensive strategy aimed at positioning the province as a national leader in AI innovation. The plan was approved during the 92nd executive meeting of the provincial government, where Governor Yuan Jiajun emphasized that artificial intelligence is not just a technological trend but a pivotal force shaping the future of basic research and key industries. He called it a major driver of the new economic revolution.

Yuan Jiajun highlighted the need to focus on stages like "operational intelligence," "perceived intelligence," and "cognitive intelligence." He stressed the importance of investing in frontier theories, core technologies, and support platforms, leveraging institutions like Zhijiang Laboratories to lead major scientific projects. His goal is to create an AI innovation hub with global influence.

According to the plan, Zhejiang aims to cultivate 20 leading AI companies by 2022, build a core AI industry worth over 500 billion yuan, and drive related sectors to reach similar levels. This will establish Zhejiang as a top AI region in China.

The province also plans to develop five R&D platforms and expand the national AI innovation network, aiming to become a key center for high-level AI talent and entrepreneurship.

Yu Youcheng, deputy secretary-general of the Chinese Artificial Intelligence Society, noted that while other provinces have made progress, Zhejiang is the only one to release a full five-year AI plan. He praised Zhejiang’s strong foundation and its potential to lead in AI innovation nationwide.

Developing "AI +": Expanding AI Applications

Zhejiang has set out to integrate AI into various sectors, including healthcare, finance, commerce, logistics, education, and more. In smart healthcare, the province is piloting smart hospitals, introducing AI tools for diagnosis, treatment recommendations, and health monitoring. For example, Alibaba is working with Zhejiang University's First Affiliated Hospital to develop an AI assistant doctor, aiming to reduce doctors’ workloads significantly. It is also developing virtual patients for medical training and collaborating with Shanghai Xinhua Hospital to create a "Smart Hospital" using big data and cloud technology.

In smart logistics, Zhejiang is enhancing intelligent distribution systems and developing automated equipment for sorting, packing, and storage. In smart car manufacturing, the province is leveraging its strengths in AI and electric vehicles to promote autonomous driving and smart devices, planning to build testing grounds for intelligent vehicles.

Experts suggest that AI in logistics could be a faster adoption area than in cars, with many startups already developing unmanned delivery vehicles. This trend is expected to attract significant market interest.

ET City Brain: A Global AI Public System

Zhejiang’s AI efforts are also evident in the ET City Brain, developed by Alibaba Cloud. As the world's largest public AI system, it enables real-time city-wide analysis. It has already been implemented in Hangzhou and Suzhou, reducing traffic congestion and improving travel efficiency. Alibaba Cloud plans to expand the system to 100 cities in China, supported by potential policies to foster AI startups.

Industrial Layout: Centered Around Hangzhou and Ningbo

Zhejiang’s AI strategy focuses on building innovation hubs around Hangzhou and Ningbo. Hangzhou is set to develop AI towns, tech parks, and clusters focused on smart applications like security, transportation, and healthcare. Ningbo will concentrate on intelligent hardware, smart cars, and semiconductor development, aiming to build a high-end AI manufacturing system.

Other cities are encouraged to develop their own AI strategies based on local resources, focusing on innovation parks and startup bases to strengthen the AI industry chain.

Talent Development: A 5-Year Plan to Attract Top AI Minds

Zhejiang has launched 12 policies to attract AI talent, aiming to bring in 50 top international researchers, 500 entrepreneurs, 1,000 high-level R&D professionals, 10,000 engineers, and 100,000 technical workers over five years. These efforts aim to build a robust talent pool for long-term AI growth.

Additionally, Zhejiang encourages cities to apply for national AI innovation pilot programs. Deqing is working on becoming a model city for AI integration, aiming to lead in AI application demonstrations.

As Zhejiang continues to invest in AI, it is positioning itself as a key player in China’s technological transformation, with a vision of global leadership in the field.
