Tender Notice for Design and Construction General Contracting

1. Tender Conditions

1.1 The Longquan Tobacco Production Raw Materials Processing Supporting Project Fire Sprinkler System has been approved by the relevant authorities. The project is owned by Sichuan Province Cotton and Linen Company, with all construction funds self-raised by the owner. The project is fully funded and now open for public tendering. The tenderer is Sichuan Cotton Ma Company, and the project is ready to proceed with the bidding process for both design and general contracting.

1.2 This project will be tendered through a commissioned bidding process. The selected tendering agency is Huachun Construction Project Management Co., Ltd.

2. Project Overview and Scope of Bidding

2.1 Location: Longquanyi National Economic Development Zone;

2.2 Scale and Content: The project includes 5 workshops, each covering approximately 3,145 square meters, totaling 15,725 square meters. Each building is about 12 meters high, 72 meters long, and 44 meters wide, along with an office area of approximately 2,283.41 square meters.

2.3 Scope of Tender: This includes the design (preliminary design, construction drawings, and fire protection design approval), construction, acceptance, handover, defect rectification, and warranty work within the warranty period.

2.4 Planned Total Construction Period: 90 calendar days, including the time required to obtain fire protection design approval. The final completion date is scheduled for March 30, 2018.

2.5 Quality Objectives: All work must meet current national standards and achieve qualified results in fire protection acceptance.

2.6 Tender Division: The project will be awarded as a single design and construction general contracting contract.

3. Qualification Requirements for Bidders

3.1 Bidders must possess qualifications for fire protection facilities engineering design at level B or above, as well as fire protection facilities engineering construction professional contracting qualifications at level 2 or above. Alternatively, they must hold valid design and construction integration qualifications at level 2 or higher issued by the construction administrative department. In the past three years (from January 2014 to present), bidders must have completed at least one similar project. For enterprises not registered in Sichuan Province, they must also provide a "Sichuan Province Investigation and Design Activities Registration Verification Certificate" or a "Sichuan Provincial Construction Enterprise Outside Sichuan Contracting Services Registration Certificate," along with two-dimensional code information for construction and supervision companies operating in Sichuan. They must also demonstrate sufficient capabilities in personnel, equipment, and financial resources.

3.2 The tender accepts consortium bids. The consortium must submit a cooperation agreement clearly defining the lead and member units. The lead unit must have at least a level 2 qualification for fire protection facility construction. The consortium can consist of no more than two members.

4. Acquisition of Tender Documents

4.1 Interested bidders may collect the tender documents from December 14, 2017, to December 20, 2017 (excluding legal holidays). The hours are from 9:30 AM to 12:00 PM and 2:30 PM to 5:00 PM (Beijing Time). Please note that the deadline is strict, and late submissions will not be accepted.
