4. Bidder Qualifications and Certifications
4.1 Qualification Requirements for Bidders
4.1.1 The bidder must be a legally registered company with the capability and reputation to execute this project. They should possess valid business licenses, tax registration certificates, and organization code certificates. Additionally, they must provide a copy of the relevant qualification certificate for producing and manufacturing the product in question.
4.1.2 The registered capital of the supplier must meet the following criteria: at least 2 million yuan for production suppliers and at least 1 million yuan for circulation suppliers.
4.1.3 This tender does not accept bids from consortia or joint ventures.
4.1.4 The bidder must have a good business record with no history of illegal operations or unfair competitive practices.
4.1.5 Suppliers who were removed from the Supplier Catalogue in 2017 are not allowed to participate in this bidding process.
