1 Background and current situation

1.1 Background

Since 2009, the State and the Ministry of Health have successively issued "Opinions on Deepening the Reform of the Medical and Health System", "Implementation Plan for Deepening the Reform of the Medical and Health System from 2009 to 2011", "Program for the Construction of a Regional Health Information Platform Based on Health Archives", "Consultation Draft for Electronic Medical Record Standards" solicited and "Electronic Medical Record-based Hospital Information System Construction Plan" and other documents; proposed to establish a practical and shared medical and health information system to promote public health, medical treatment, medical insurance, drugs, financial supervision Informatization construction is the focus, integrating resources, strengthening information standardization and the construction of public service information platforms, and gradually achieving uniformity, efficiency, and interconnection. The construction of medical and health information is an important means and technical support for deepening the reform of the medical and health system, building a service-oriented government, and promoting the healthy development of the medical and health undertakings. In the next three years, governments at all levels are expected to invest 850 billion yuan to implement medical reforms, which is a market with great potential.

According to the requirements of the Ministry of Health, medical institutions and their management units at all levels should gradually establish a patient-centric electronic medical record system and a regionalized electronic health record system to meet people ’s various needs for personal health information. At the same time, The above-mentioned information systems are widely and highly interconnected.

1.2 Status

1.2.1 From paper medical records to electronic medical records

At the beginning and development stage of medical system informatization, each medical institution has basically established independent medical information systems such as HIS, LIS, and PACS for charge management. For medical records, paper-based, hand-written traditional medical records are still used, as shown in the following figure:

Entering the development of medical informatization today, in order to effectively realize the demand of "clinical information exchange and sharing" in medical institutions, it is urgent to establish a perfect electronic medical record and electronic health file system.

1.2.2 Existing medical records electronic methods

For information such as observation records, consultation records, medical orders, etc. that need to be recorded in real time for patient characteristics, most current electronic methods first form handwritten paper records, and then:

1) Real-time keyboard entry

Disadvantages: increase the work intensity of personnel, and errors are easily generated in the input process;

2) Focus on keyboard entry

Disadvantages: increase personnel costs, unable to achieve real-time and strict medical records;

3) Scanning entry

Disadvantages: increase the workload of personnel, information cannot be structured, resulting in information cannot be queried and counted;

4) Existing tablet input

Disadvantages: not intuitive, poor human-computer interaction.

2 Brief introduction of MCA application program of EVOC terminal

In order to solve the above problems and make the electronic medical record complete in one go, we have launched the EVOC terminal MCA for EHR and EMR systems.

2.2 MCA main functions

3 Examples of MCA application solutions for EVOC terminals

3.2 Application in the community medical system
