With the rapid development of the LED industry, the speed of updating relevant standards for energy efficiency is also accelerating. Recently, California has made new moves. The changes involve two mandatory regulations of CEC TItle 20 & TItle 24 and a voluntary LED bulb certification specification closely related to incentive policies.

01 CEC TItle 20 Releases Announcement, Removes LED Lamps Listed and Releases New Version
At 2016-02-17, CEC issued the Notice on Removing LED Bulbs in the TItle 20 Database.
In the notice, the California Energy Commission highlighted the following three points:
1) Since the LED bulb is currently out of the CEC Title 20 control product range, since 2016-03-15, CEC has removed the LED bulb from the CEC Title 20 listed product list.
2) CEC will add regulations and certification requirements for LED bulbs in CEC Title 20 section 1601-1607, and issue certification templates and guidelines. It is expected to be mandatory at 2018-01-01 and officially accept the Title 20 certification of LED bulbs. .
3) Certified LED luminaires that are controlled by CEC Title 20, such as mobile LED luminaires and certified CEC Title 24 high efficiency LED luminaires, will not be removed from the product listing list.

California home and non-domestic building energy efficiency requirements
The range of lighting products that must comply with the Joint Appendix JA8-2016 high-efficiency light source is as follows:
1) Fixed household lamps - non-detachable integral lamps, embedded ceiling lamps with E26 lamp heads, lamps with GU-24 LED bulbs)
2) Light bulb - (omnidirectional light, directional light bulb, decorative light bulb)
3) Optical engine
In the old CEC Title 24, for the performance requirements of household lamps using LED light sources, in the Joint Appendix JA8, the focus is only on the basic parameters such as light efficiency, color temperature and color rendering index. In the latest version of 2016, CEC Title 24 has added a number of new performance requirements to Joint Appendix JA8 for high-efficiency light source products.
The main parameters involved are:
Initial light efficiency, power factor, start-up time, CCT, Duv, CRI, R9, lifespan, 6000 hours lumen maintenance/survival, dimming, flicker, noise, labeling requirements; and emphasize that the test laboratory needs NVLAP approval.
03 California Voluntary LED Bulbs will require ENERGY STAR certification prior to submission
The California Voluntary LED Bulb Specification is an LED bulb certification for California that is independent of CEC Title 20 & Title 24. As a voluntary certification, the certification program is closely related to various incentive policies. The full name of the certification: Voluntary California Quality LED Lamp Specification.
Currently, the specification still uses the version released in December 2014, and there is no update plan in the short term. However, in future updates, we will refer to CEC Title 20, CEC Title 24 and ENERGY STAR, the relevant requirements of these three standards. It is worth noting that the specification is considering requiring manufacturers to apply for ENERGY STAR certification before applying for the project.
